The Colorado legislative session is in full swing now that the SMART Act hearings, sunset bills, and supplementals have been completed and sent to the Senate. I am currently a prime sponsor of 11 bills, and they are moving through committees at a rapid pace.

I had the opportunity to serve as Chair of the Committee of the Whole on the first day of floor debate this session โ€” my first time in this role. During COW proceedings, the entire chamber sits as one large committee to hear bills on second reading. The debate includes amendments, discussion, and occasional title challenges, concluding with a voice vote or a division.

Happenings

Xcel hearings: The Joint Energy Committee held in-depth discussions with Xcel Energy regarding Public Safety Power Shutoffs prior to the holidays.

Pine Beetle Task Force: Appointed by the governor, this task force will develop science-based strategies to protect Coloradoโ€™s forests, water, infrastructure, and economy.

Colorado Association for Gifted and Talented: Two students from Boulder shadowed me, gaining insight into the legislative process.

Inspired to Serve exhibit: A new Capitol exhibit features legislatorsโ€™ current and youth photos along with their inspiration to serve.

Veterans Arts Council project: Veteran artists are featured at VFW Post 1 in Denver. I received a photograph by Gurney Pearsall for my office.

Colorado Rural Electric Association panel: Legislators discussed energy-related bills and answered questions from attendees.

Year of the Horse celebration: The legislature celebrated the Lunar New Year with traditional performances.

One Colorado LGBTQIA+ Lobby Day: Advocates gathered at the Capitol to promote equality and inclusion.

Scientific and Cultural Facilities District Day: SCFD supports nearly 300 organizations and distributes more than $80 million annually.

Off-Campus Courses & Concurrent Enrollment Programs (HB26-1078): This bill allows four-year institutions to offer concurrent enrollment in high schools. Passed education committee; awaiting appropriations.

Regulation of Underground Injection Control Wells (HB26-1112): This bill seeks EPA primacy for additional well classes. Passed the energy and environment committee; awaiting appropriations.

Improve Customer Use of Distributed Energy Resources (HB27-1007): This bill enables plug-in solar options and reduces consumer costs. Passed in the House with bipartisan support; awaiting Senate hearing.
